During a natural disaster in your area of responsibility, your unit participated in a search and rescue operation following flash floods on the island of Oahu, Hawaii. You have been asked to write a memo to your commanding officer in which you:
- report on the rescue operation,
- describe how the task was carried out,
- mention any problems encountered and how they were resolved.

Subject: Flood Rescue Operation
- The purpose of this memorandum is to report on a recent search and rescue operation conducted during flash floods on the island of Oahu within our area of responsibility. Air and maritime units were deployed to assist civilians stranded by rapidly rising water levels. Many individuals were successfully rescued from isolated locations, including rooftops in the northern part of the island and coastal areas cut off by damaged infrastructure. All rescued persons were transported safely to a Coast Guard air station for further assistance.
- The operation was carried out through close coordination between aircrews, maritime units, and local emergency services. Helicopter crews were tasked with locating and extracting stranded individuals. Surface units supported the overall response and ensured area security. In addition, aerial overflights were conducted to assess the situation and identify additional persons in need of assistance.
- During the operation, several challenges were encountered, including limited access due to flooded and damaged roads, adverse weather conditions, and strong water currents. These issues were mitigated through effective communication, flexible task organization, and the appropriate use of aerial assets. The identification of survivors was facilitated by clear visual signals. It is recommended to continue joint training with civilian agencies and maintain a high level of readiness to ensure an efficient response in affected areas, given the extensive impact of flooding on homes and infrastructure.
