Subject: Criminal Activity and Security Situation in Dzaleka Refugee Camp

The aim of this memorandum is to report on the security situation in Dzaleka Refugee Camp following a visit conducted to assess ongoing issues and provide recommendations. During the visit, it was established that access to basic services, including water supply, healthcare and sanitation, remains limited. This contributes to poor living conditions and increasing social tensions. In addition, cases of organised theft and insufficient control of entry and exit points were identified, which facilitate illegal movement and pose a security risk.
In order to address criminal activity in the camp, it is recommended to increase patrol presence, particularly during night hours, and to strengthen access control procedures at all entry and exit points. Cooperation with local law enforcement and relevant humanitarian organisations should be enhanced to improve information sharing and operational effectiveness. Furthermore, a secure reporting mechanism should be introduced to encourage the reporting of security incidents without fear of retaliation.
Additional measures should focus on improving the general situation in the camp. Infrastructure upgrades, including improved lighting, shelter conditions and sanitation facilities, are necessary to enhance safety and reduce vulnerabilities.
