You received a letter from the authorities of a refugee camp located in your AOR to help them deal with criminal activity in the camp. You went to the camp to check the situation. Write a memo to your CO in which you:
- describe what problems were detected
- suggest steps that should be taken to deal with criminal activity
- say what else should be done to improve the general situation in the camp

Subject: Criminal Activity and Security Situation in Dzaleka Refugee Camp
- The aim of this memorandum is to report on the security situation in Dzaleka Refugee Camp following a visit conducted to assess ongoing issues and provide recommendations. During the visit, it was established that access to basic services, including water supply, healthcare and sanitation, remains limited. This contributes to poor living conditions and increasing social tensions. In addition, cases of organised theft and insufficient control of entry and exit points were identified, which facilitate illegal movement and pose a security risk.
- In order to address criminal activity in the camp, it is recommended to increase patrol presence, particularly during night hours, and to strengthen access control procedures at all entry and exit points. Cooperation with local law enforcement and relevant humanitarian organisations should be enhanced to improve information sharing and operational effectiveness. Furthermore, a secure reporting mechanism should be introduced to encourage the reporting of security incidents without fear of retaliation.
- Additional measures should focus on improving the general situation in the camp. Infrastructure upgrades, including improved lighting, shelter conditions and sanitation facilities, are necessary to enhance safety and reduce vulnerabilities. Closer coordination with the United Nations High Commissioner for Refugees is also recommended to support long-term stabilisation and improvement of living conditions.
