You received a letter from the authorities of a refugee camp located in your AOR to help them deal with criminal activity in the camp. You went to the camp to check the situation. Write a memo to your CO in which you:
- describe what problems were detected
- suggest steps that should be taken to deal with criminal activity
- say what else should be done to improve the general situation in the camp

Subject: Criminal Activity and Security Situation in Dzaleka Refugee Camp
1. Problems Detected
a) The aim of this memorandum is to inform about the security situation in Dzaleka Refugee Camp and to present recommendations regarding identified issues.
b) During my visit, it was established that access to basic services, including water supply, healthcare, and sanitation, remains limited, which negatively affects living conditions and contributes to social tensions.
c) Additional concerns include organised theft and inadequate control of entry and exit points, which facilitates illegal movement and security risks. These factors negatively affect the overall security environment and require targeted intervention.
2. Steps to Be Taken to Deal with Criminal Activity
a) It is recommended to reinforce security by increasing the number of patrols, particularly during night hours, and by strengthening access control procedures at all entry and exit points. These measures would enhance deterrence and improve situational awareness.
b) Cooperation with local law enforcement authorities and relevant humanitarian organisations should be intensified in order to identify and address security risks affecting the camp. Joint efforts may improve information sharing and operational effectiveness.
c) A reporting mechanism should be introduced to encourage refugees to report security incidents without fear of retaliation. Such a mechanism would support timely responses to criminal activity.
3. Additional Measures to Improve the General Situation in the Camp
a) Infrastructure improvements, including better lighting, shelter reinforcement, and sanitation upgrades, are necessary to enhance overall safety and living conditions. Improved infrastructure may also contribute to reducing vulnerabilities associated with criminal activity.
b) Closer coordination with the United Nations High Commissioner for Refugees is recommended in order to ensure long-term stabilisation of the camp and to support initiatives aimed at improving living conditions.
