People living next to your military base have recently started complaining about the noise. You have been tasked to write a memo to your CO, in which you:
- describe what events cause the greatest discontent among the local people (give details)
- propose two ways of dealing with the complaints and speculate what may happen if no solution is found
- suggest organizing a meeting with the locals to inform them about the proposed solutions (time, location etc.)

Subject: Shooting Range Noise Complaints
- This memorandum aims to inform you about complaints submitted by residents of a nearby housing estate concerning excessive noise generated by the outdoor military shooting range. According to the reports received, loud gunfire significantly reduces the quality of life of local inhabitants, causing stress, sleep disturbances, and negative effects on domestic animals. The gunshots are heard on a daily basis, particularly during early morning and evening hours. The primary concern expressed by residents relates to the intensity and duration of live-fire training. The residents requested a formal noise audit and a comprehensive acoustic assessment of the area.
- In order to address the issue, it is recommended that strictly defined shooting hours be observed and that additional noise mitigation measures, such as soundproof barriers, be installed to minimise sound emission beyond the base perimeter. Furthermore, the frequency and intensity of shooting exercises should be reviewed and, where operationally feasible, reduced. Introducing a more structured planning and coordination system may also help limit the impact on civilian life. Failure to implement corrective measures may result in escalating complaints, negative media coverage, and deterioration of relations with the local community.
- It is recommended to organise a formal meeting with local residents in order to present the proposed solutions and address their concerns directly. The meeting is proposed for 1st March at 18:00 hrs at the City Hall. Representatives of the command, the shooting range administration, the local authorities, and a representative of the residents should be invited to participate.
