Example Exam Task
There are plans to demolish an old and unused building in the town where you are a student. You feel that the building should be saved. You decide to write a proposal for the town council explaining why you think the building should be preserved, suggesting what could be done to modernise it and saying how the building could benefit the local people.
Write your proposal (220 – 260 words) in an appropriate style.
C1 Advanced Proposal Example 1
Preservation and Modernisation of the Former Post Office
The purpose of this proposal is to explain why the former post office building in the town should be preserved rather than demolished. It will also suggest possible ways of modernising it and outline how it could benefit local residents.
Firstly, the building, built around 1964, is an important part of the town’s heritage. Although it is no longer in use, it still has considerable potential. Demolishing it would mean losing a valuable historical structure, while renovation would be a more environmentally friendly solution than constructing a new building.
The building requires renovation both externally and internally. Installing energy-efficient heating and lighting, improving the building’s insulation and repairing the roof would protect the building from further deterioration. The estimated cost of the modernisation would be approximately USD 1 million, and the project would take one year to complete, following the preparation of technical documentation and the acquisition of all necessary permits. Financial support for the project could be sought from government programmes.
As for the benefits to the local community, the building could be transformed into a cultural centre. It could host workshops and art exhibitions, including displays of local artists’ paintings, providing opportunities for people of all ages to meet and engage in social activities. In addition, the project could create new jobs and attract visitors.
For these reasons, it is strongly recommended that the town council proceed with the preservation and modernisation of the building. This decision would not only protect the town’s heritage but also provide long-term social and educational benefits for local residents.
